As a community reporter for Northeast Ohio Media Group, which published The Plain Dealer, Cleveland.com, and Sun Newspapers, I covered how east-side Cleveland suburbs were handling state budget cuts. The state urged communities to merge services, but the communities were considering raising taxes to make up for the shortfall.
